The Life of a Steel Consignment, and Where It Goes Wrong

Steel does not fail at random. It fails at known points between the mill and the receiver, and a survey program that covers those points is worth more than any argument afterward.

At the Mill and Before Shipment

The claim that arrives at destination is often decided before the cargo leaves origin. Mill certificates, protective oiling, wrapping and strapping, and the condition recorded at the pre-shipment stage set the baseline every later argument is measured against. Where no baseline exists, every scratch and every stain becomes arguable. Our loading, stowage, and discharge supervision begins here: condition documented piece by piece, defects noted before the risk transfers, and the mate’s receipts claused to match reality rather than habit. And where we are appointed at destination with no pre-shipment record at all, the baseline is rebuilt rather than abandoned: from the mill certificates and packing documents, from the clausing, or clean face, of the mate’s receipts and bills of lading, and from the steel itself, whose corrosion chronology, wetting pattern, and packaging condition tell a story that can still be read months later.

Loading and Stowage

Steel is unforgiving cargo: heavy, dense, and hard on itself. Coils stowed without proper beds work loose and telescope. Bundles landed on uneven dunnage take a set that shows up as bending at destination. Cargo stowed against sweating steelwork collects the hold’s condensation. At loading we verify stowage against sound practice, check dunnage quality and placement, witness lashing and securing, and record what the holds looked like before the hatches closed, at Asian and European load ports through our partner network and at African load ports such as Durban through our steel cargo inspections in South Africa.

The Voyage

Most voyage damage is water, and most water is not the sea. Hold sweat forms when humid air loaded in a warm port meets steel cooled by days of colder water, and it drips back onto the cargo as reliably as rain. Leaking hatch covers add seawater to the mix, and the difference between the two decides the claim. Ventilation records, hatch cover condition, and the voyage weather actually encountered are the documents that later separate an unavoidable climate effect from a preventable failure.

Discharge and Tally

Discharge is where transit damage is revealed and where new damage is made: hooks where slings belonged, chains on coil edges, bundles dragged rather than lifted. Our tally teams record the cargo lift by lift, note damage as it lands with the equipment that caused it still in view, and issue remarks while the stevedore is still a party who can answer. The Corridor Inland

African steel rarely stops at the quay. It travels: to Kampala, to Addis Ababa, to Lubumbashi, on trucks and rail wagons where securing standards vary and transloading happens out of sight. Bending that was not there at discharge appears at delivery, and without a corridor record the argument is unwinnable in either direction. We attend before positions do: outturn condition recorded against the discharge record, storage conditions checked so post-delivery deterioration is not booked to the voyage, reconditioning options assessed honestly, and the file completed while every link in the chain can still be examined.

Case Study: The Lagos Humidity Issue

Situation: A shipment of steel plates was rejected at Apapa Port, Lagos, for what was claimed to be saltwater corrosion.

Our Action: Our surveyor, familiar with the high humidity of the region, ran silver nitrate field tests on the affected surfaces, which indicated no sea salts, and drew sealed samples for confirmatory analysis by an approved partner laboratory. Both pointed the same way: the uniform rust was atmospheric freshwater condensation (flash rust), not seawater wetting.

Result: We averted a major claim. The receiver accepted the cargo with a minimal allowance for surface cleaning, saving our client significant losses and demurrage costs.

Case Study: The Mombasa-Kampala Corridor

Situation: Structural beams destined for Kampala, Uganda, arrived with bending damage. The carrier and receiver disputed whether it occurred at sea, at the Port of Mombasa, or during the 1,100km road journey.

Our Action: We conducted a joint survey in Kampala and cross-referenced our findings with discharge tally reports from our surveyor in Mombasa. The nature of the damage was consistent with improper securing on the truck.

Reading Rust: The Science That Decides Steel Claims

Two consignments can look equally brown and be worlds apart in value. The difference is chemistry, pattern, and timing, and it is readable.

Freshwater and Atmospheric Rust

Uniform, light surface oxidation across exposed faces: the signature of humidity, condensation, and rain. Flash rust can form in hours in tropical air and often affects marketability far less than it affects appearances. It matters commercially, but it is a different claim, against different parties, than seawater damage.

Seawater Wetting

Localized, aggressive, and progressive: seawater leaves salt residues that keep working after the cargo dries, producing pitting that deepens with time. It points to hatch covers, green water, or contact with sea water somewhere in the chain, and it changes both the quantum and the recovery target.

How the Question Is Settled

Not by looking. Testing is graduated to what the matter needs. At attendance, a silver nitrate field test on affected surfaces gives an on-the-spot indication of whether sea salts are present, the standard first screen of any steel wetting survey. Where the stakes or the dispute warrant it, samples are drawn and sealed under documented chain of custody for confirmatory salt analysis by approved partner laboratories, whose certificates stand on independent footing. The pattern evidence, which surfaces are affected, in which stow positions, following which geometry, is read alongside the test results, together with ventilation records and voyage weather. The finding is stated with its method and its evidence, so it survives the other side’s surveyor.

Grading What Remains

Rust is graded, not just declared: surface bloom that wipes or brushes off, established oxidation that will pickle out, and pitting that has taken metal. The grade is recorded surface by surface with photographs, because the difference between an allowance for cleaning and a rejection of the consignment lives in that grading, and so does the honest value of what is left.

Stowage, Dunnage & Securing: Where Prevention Lives

Coils

Proper beds and wedges, locking coils set correctly, cores aligned, and no point loading on lower tiers. Most telescoping and edge damage traces back to this hour of the operation.

Dunnage

Dry, sound, and correctly placed: wet dunnage transfers moisture straight into steel it touches, and misplaced dunnage concentrates weight into bends. We check what the cargo will actually rest on.

Lashing & Tomming

Securing checked against the forces of the intended voyage, not the calm of the berth, with the arrangement photographed before hatches close, the record that answers heavy weather pleadings later.

Ventilation Discipline

Ventilate or seal is a decision made from dew points, not habit. The vent log, kept or not kept, is often the single most important voyage document in a sweat damage claim.

Hatch Integrity

Covers, gaskets, and drains examined where seawater entry is alleged, because the entry path is physical evidence and it does not lie about direction.

Inland Securing

Chains and straps rated and placed for steel, edge protection in use, and transloading supervised rather than assumed. The corridor is a voyage too, and it deserves the same discipline.

How do you prove whether rust came from seawater or condensation?

By chemistry, not by eye, and in two tiers. At the survey, a silver nitrate field test gives an immediate indication of whether sea salts are present on the affected surfaces. Is flash rust real damage?

It is a real condition with a usually modest commercial effect. Uniform atmospheric rust on unprotected surfaces often cleans or pickles out and may not affect the end use at all, which is why it is graded rather than simply declared. The danger runs both ways: paying a rejection-level claim for a cleaning-level condition, or dismissing pitting as cosmetic. Grading, surface by surface, is what keeps both sides honest.

The steel was fine at the port but arrived inland bent. What now?

This is the classic corridor dispute, and it is decided by whether a discharge record exists. Where our tally documented the cargo at the quay, the delivery survey upcountry is compared line by line and the damage is located on its leg, which is exactly how the Mombasa to Kampala beams case on this page was resolved. What should a receiver keep when steel arrives damaged?

Everything, until the surveyor has seen it: the wrappers and strapping, the delivery notes with your remarks written before signature, photographs taken as the truck opened, and the cargo itself, unmoved beyond safety. Note damage on the delivery receipt in specific terms, notify the carrier in writing at once, and do not begin reconditioning or disposal before the survey, because the packaging and the stow tell most of the story and they only tell it once.

There was no pre-shipment survey. Is the steel claim already lost?

Narrowed, not lost. The baseline is reconstructed from records that exist independently of any survey: mill test certificates fix what left production, in chemistry and dimensions; a clean bill of lading records the carrier’s acknowledgment of the cargo’s apparent good order at loading, a starting point tribunals recognize; and tally, stevedore, and interchange records at both ends bracket each leg. Then the steel itself testifies. The maturity of the oxidation is read against the voyage time. Damage that follows the stow geometry rather than the product points to transit. A silver nitrate field test finding sea salts answers the origin question by itself, because the mill had none. And rust found under intact wrappers shows the water arrived after packing, not before. The strongest steel files still start at origin, which is why standing pre-shipment instructions exist, but a file that starts at destination is a reconstruction exercise, not a lost cause.
