A Case of a Attempted Bunker Fraud in Mombasa, Kenya

In a recent bunker survey at Mombasa, Port, a client (charterer) suspected discrepancies in the reported fuel consumptions towards the end of time charter. Observater’s team acted swiftly to investigate and uncovered:

– Magic Pipes: Hidden pipes in the overflow and storage tanks concealed 77.3 MT of fuel.
– Tampered Gauges: Manipulations led to inaccurate readings, hiding an additional 10 MT.

The survey proved to be tricky with obvious attempts to force our surveyors to report wrong data at the time of tank soundings, this was flatly rejected, and our surveyors ensured that there was 100% proper procedure during the survey, as per established company guidelines to all company bunker surveyors. No room was left for approximations or guess work. All information obtained was done with top accuracy.

Through keen testing and recalibration of gauges, and examination of all storage and overflow tank, our surveyors exposed the fraud and recovered a total of 87.3 MT of fuel. This decisive action prevented a significant financial loss and reinforced the client’s confidence in our thorough operations.
