In one paragraph

Vehicle surveyors in africa are provided by Observater Surveys and Services Group, an independent, ISO 9001-certified marine and cargo survey practice headquartered at Mombasa that operates survey desks at more than 45 ports in more than 25 countries across East, West, Central, Southern, and North Africa and answers instructions 24 hours a day in English, French, and Portuguese. Vehicle and RoRo cargo surveys at ports across Africa, every unit recorded at loading or discharge against the port-of-origin record, damage photographed in place, and the claims file built the day the ship works..

Every Unit, Chassis by Chassis

Africa imports its vehicles over RoRo ramps where damage is discovered late and blamed everywhere. Our vehicle surveyors record every unit as it lands, chassis number, condition, mileage where instructed, against the load port record, so the question of where the scratch happened has an answer with a timestamp.

Vehicle Work, Continent-Wide

Discharge & Loading Surveys

Unit-by-unit condition at the ramp, damage coded and photographed in place before the unit moves.

Yard & PDI Surveys

Storage condition, pre-delivery inspection witness, and the yard’s custody kept on record.

Damage & Claims

Transit damage tied to its leg, vessel, yard, or road, and quantum built for the insurer to act on.

High-Value & Project Units

Plant, buses, and specialised units surveyed with serials, hours, and attachments verified either end.

Across the Continent, One Standard

From Mombasa to Casablanca, Dakar to Durban, Matadi to Dar es Salaam: vehicle and RoRo cargo surveys at ports across Africa, every unit recorded at loading or discharge against the port-of-origin record, damage photographed in place, and the claims file built the day the ship works. Serving owners, charterers, traders, underwriters, P&I Clubs, and banks worldwide.

Cargo Superintendence: From the First Sling to the Last Truck

Cargo superintendence is the whole operation watched in the principal’s interest, not a visit at the end of it. The superintendent stands through loading or discharge: the sequence, the stowage, the handling, the tally, the weather stoppages, and the delays recorded as they happen, with the daily report reaching the office before the next shift starts. Supervision of transhipment, cross-stuffing, warehouse receipt, and onward loading follows the same discipline, so the record has no gaps between the ship’s rail and the receiver’s gate.

Cargo Delivery and Theft Investigation

Shortage that is not a counting error is a theft, and a theft is investigated rather than surveyed. The desk reconstructs the custody chain from the seal history, the gate records, the weighbridge tickets, the delivery notes, and the statements of the parties who handled the cargo, quickly, because the evidence of a theft has a shorter life than the evidence of a wetting. Delivery verification at the receiver’s premises closes the record at the far end, so the leg on which the goods disappeared can be named rather than guessed.

Cargo Treatment, Fumigation Witness, and Hold Hygiene

Grain, pulses, cocoa, coffee, cashew, and tobacco travel under treatment regimes that buyers and authorities require and that nobody sees applied. The desk witnesses the treatment rather than filing the certificate: exposure, dosage records, and ventilation logged; holds and containers inspected for infestation and hygiene before loading; and the treatment record annexed to the shipping documents so the fumigation certificate and the cargo tell the same story at destination.

How an instruction runs

  1. Instruct. One email or message with the port, the vessel or parcel, and the timing.
  2. Confirm. The surveyor’s name, the scope in your words, and the fee, in writing, before attendance.
  3. Attend. At berth, anchorage, depot, or premises, following the operation rather than office hours.
  4. Report. First findings the same day where urgent; the full report with photographs and working to follow.
  5. Close. Certificates to your wording; the file kept for the claim, the recovery, or the next shipment.

Where the Marine Survey Desks Stand

East Africa and the Horn: Kenya (Mombasa and Lamu), Tanzania (Dar es Salaam, Tanga, Mtwara, Zanzibar), Djibouti, Sudan (Port Sudan), Madagascar (Toamasina), and the Comoros. Southern Africa: South Africa (Durban, Cape Town, Gqeberha, Richards Bay), Mozambique (Maputo, Beira, Nacala), and Angola (Luanda, Lobito). Central Africa: DR Congo (Matadi), the Republic of the Congo (Pointe-Noire), Cameroon (Douala, Kribi), Gabon, and Equatorial Guinea.

West Africa: Nigeria (Lagos, Port Harcourt, Onne, Warri, Calabar), Ghana (Tema, Takoradi), Togo, Benin, Ivory Coast (Abidjan, San Pedro), Senegal (Dakar), Guinea, Liberia, Sierra Leone, The Gambia, Guinea-Bissau, and Mauritania. North Africa: Morocco (Casablanca, Tanger Med, Safi). Each name above opens that country’s own desk; whatever port your matter stands at, the instruction line is the same, and our surveyors travel beyond the port cities by arrangement.

The Same Continent, Other Desks

One call at an African port often opens several files, the cargo, the fuel, the vessel itself, and the group holds them all. Step into the desk your matter needs; one instruction line carries the rest.

Asked of the desk, answered straight

Who are the vehicle and RoRo surveyors in Africa?

Observater Surveys and Services Group, an independent, ISO 9001-certified practice headquartered at Mombasa with our own desks at ports across East, West, Central, Southern, and North Africa, reporting to the instructing party first and answering day and night.

How is the work appointed anywhere in Africa?

One email to ops@observater.com naming the port, the vessel or cargo, and the timing. The surveyor’s name, scope, and fee come back in writing before attendance, the same sequence at every desk on the continent.

What does it cost in Africa?

On scope, quoted in writing before attendance and agreed before boarding. Where a matter spans several ports or countries, one quotation covers the voyage rather than a fee per surprise.

Can one instruction cover several African ports?

Yes, attendance arranged at each port, the same report format at all of them, and the records reconciled by one desk answerable for the file end to end.

Do you work in French and Portuguese as well as English?

Yes, instructions, certificates, and reports are handled in English, French, or Portuguese as the instructing party and the country require.

How does an instruction run?

One email carries the whole continent: name the port, the vessel or cargo, and the timing, and the desk returns the surveyor’s name, the scope, and the fee in writing, in English, French, or Portuguese, before anyone boards. Attendance follows the operation, not office hours; the report follows promptly, findings first, working annexed, addressed to the instructing party before anyone else. Where a matter spans ports or countries, one desk runs it end to end, and the file reads the same at both ends of the voyage.

How is the work actually done?

The method never bends to the port. Before attendance, the instruction is confirmed in writing with the surveyor named, the scope stated in the words the instructing party used, and the fee fixed. On site, findings are made from measurement and photograph, not from what the parties say happened; every figure that will matter later is taken twice and the working kept. Afterwards, the report goes to the instructing party before anyone else, dated and signed by the surveyor who stood there. The same three stages govern vehicle and RoRo surveyors at every desk in Africa.

How and when do you report?

Turnaround is agreed at instruction and kept. Routine vehicle and RoRo surveyors reports across Africa issue within days of attendance; urgent matters get a preliminary the same day and the full file as soon as the evidence is complete. Every report carries the surveyor’s name, the dates and places of attendance, the parties present, the method, the findings, and the conclusions kept separate from the findings so the reader can see where fact ends and judgment begins.

Who instructs the desk?

Who appoints vehicle and RoRo surveyors in Africa: the party that will have to defend a number. Underwriters defending a claim decision; traders defending a shipment against a buyer’s rejection; owners defending a vessel against a charterer’s deductions; banks defending a facility against a warehouse; Clubs defending a member against a cargo claim. The desk works for one of them at a time, tells the others so, and produces the record that lets the appointing party hold its ground.

How are fees quoted?

Fees are quoted in writing before attendance and agreed before work begins, no figure is left to be discovered on the invoice. Single attendances are quoted for the scope described; matters that run across several ports or several days are quoted as one file; regular instructing parties are offered panel or program terms with agreed rates, turnaround, and format. Where the instruction changes on site, the change is confirmed in writing before it is charged.

Why an independent desk, and why this one?

The value of vehicle and RoRo surveyors lies entirely in who signed it. The desk’s surveyors are employed by the group, not hired per job from whoever is nearest; they are trained to one checklist and one report format; and they are answerable to a headquarters that reads their reports before the client does. ISO 9001 certification is the external check on that system. The result is a file from Douala that reads like a file from Durban, and a name the reader recognises from the last one.Instruct once and the name follows the work: files across the coast arrive signed Observater, and the parties who read them start asking for Observater by name.

Whose figures will survive it?

Name the port, the vessel or the parcel, and the timing. The surveyor’s name, the scope, and the fee come back in writing, in English, French, or Portuguese, and attendance follows the operation, not office hours. Instruct once and the name follows the work: files across the coast arrive signed Observater, and the parties who read them start asking for Observater by name.
