Observater is Uganda’s premier independent Third-Party Inspection & Survey (TPI) agency. While our Group Head Office is in Mombasa, our Uganda operations are centered at our Uganda Office in Kampala with hubs in Jinja & Entebbe. We conduct Pre-Shipment Inspections and Surveys at the source—whether in the Namanve Industrial Park, Jinja, or Upcountry agricultural zones—before containers are sealed for export.
Sourcing from Uganda offers immense opportunities in sectors such as Agricultural Commodities (Coffee, Vanilla, Cocoa, Fish), Textile Manufacturing (Nytil/Fine Spinners), and Scrap Metal Recycling. However, sourcing remotely from East Africa poses significant risks that can impact your bottom line. Importers often face challenges such as shipping delays, quality fade after the first order, quantity shortages, improper packaging, and even fraudulent “ghost” suppliers who disappear after receiving a deposit.
Observater Uganda eliminates these risks by acting as your neutral representative on the ground. We are locally rooted with a robust nationwide network, meaning we can be at any factory or farm within 48 hours. Our Uganda Quality Control Inspections and Surveys are strictly governed by international standards, specifically ISO 2859-1 (AQL). This ensures that every survey is statistically valid and legally defensible.
Whether you are importing textiles from the Jinja Industrial Area, heavy machinery from Namanve, UBC Aluminium bales from Kampala, or perishable fresh fish from Entebbe, our certified surveyors ensure your goods meet every specification before the container is sealed. We provide the transparency you need to trade with confidence.
We provide more than just a checklist. We provide comprehensive risk mitigation tailored to the Ugandan market.
We perform deep background checks. We verify Certificates of Incorporation, URA TINs (Tax Compliance), and valid Business Permits with the **URSB (Uganda Registration Services Bureau)** to ensure you are dealing with a legal entity.
We assess production reality vs. sales promises. Our auditors visit factories in **Namanve & Jinja** to count machinery, check production lines, and verify daily output capacity.
Rigorous inspections to **UNBS standards** and International ISO requirements. We verify product safety, functionality, and aesthetics before goods leave the port or warehouse.
Protect your brand reputation. We conduct social audits ensuring compliance with **Ugandan Labor Laws**, checking for child labor, forced labor, and safe working conditions.
A complete lifecycle of quality assurance, from initial supplier vetting to final container sealing. We offer a holistic approach to securing your supply chain.
Don’t send money to a ghost. We physically visit the factory to verify legal existence (**URSB**), check production lines, interview management, and ensure the machinery matches the product description.
Identify risks before mass production starts. We inspect raw materials (fabric, ingredients, components) and prototypes against your specifications to prevent built-in defects.
Inspection when 20-50% of goods are ready. We catch defects on the assembly line, allowing for immediate corrective action without delaying the final shipment date.
The industry standard. Final Random Inspection (FRI) of 100% produced goods to verify quality, quantity, labeling, and packing before shipment using AQL tables.
We witness the stuffing of the container at **Kampala ICDs**, **Namanve**, or the supplier’s warehouse. We ensure the goods are handled correctly, stacked safely, and the container is securely sealed.
We draw random samples during inspection and submit them to ISO 17025 accredited labs for chemical, microbiological, or physical property testing.
The **Pre-Shipment Inspection and Survey (PSI)** is the critical quality firewall. It is the final opportunity to catch defects before your goods leave Ugandan soil. Observater’s PSI services are conducted strictly according to the international standard **ISO 2859-1 (ANSI/ASQ Z1.4)**, determining the statistically valid sample size based on your total order volume. This ensures we see a true representation of the cargo without needing to open every single box.
Our 7-Point Survey Protocol:
Sourcing from a distance requires trust, but trust must be verified. Our **Factory Audit** services provide a transparent, detailed profile of your supplier. We travel to the facility—whether in **Kampala**, **Jinja**, or remote agricultural zones—to confirm they are who they claim to be. We differentiate between real manufacturers and trading companies.
Audit Scope:
We utilize the Acceptable Quality Limit (AQL) standard (ISO 2859-1) to determine the number of samples inspected and the threshold for acceptance or rejection. This ensures a statistically accurate representation of the total shipment quality without opening every single box, balancing cost and risk.
Defect Classification System:
We don’t use generic checklists. Every industry requires specific expertise. Our surveyors are trained specialists in their respective fields.
Inspecting at the Kampala Warehouse or Processing Plants requires precision. We check:
For perishables from Entebbe and Central Uganda, speed and temperature are key. We check:
For factories in Jinja and Namanve. We check:
Specialized survey for recyclable materials in Kampala. We check:
Uganda is a key hub for the export of recyclable materials. We provide specialized supplier verification and preshipment inspections for scrap metal traders and recycling plants. Our surveyors oversee compaction checks, container stuffing, and final sealing to ensure compliance and security. Many scrap metal consignments, particularly UBC (Used Beverage Cans), are surveyed at yards in Kampala before being trucked to the ICD or Border for transit to Mombasa.
From your initial booking to the final report, our process is streamlined, transparent, and fast.
You send us the supplier details and survey requirements (Specs/Checklist).
Our Ops team in Kampala contacts the supplier to arrange the inspection date (within 48 hrs).
Our surveyor visits the factory/warehouse, performs the AQL check, and takes photos.
You receive a detailed PDF report with photos and a Pass/Fail result within 24 hours.
Beyond the factory floor, the final hurdle is export readiness. Our FPSI focuses on the logistics conformity of the consignment before it is handed over to the forwarder. We seal containers at the source in Kampala, Jinja, or Mbale to prevent tampering during the transit to the border.
The most critical moment for cargo safety. We oversee the transfer of goods from the warehouse floor into the container at the Kampala ICDs, Namanve, or Malaba Border. We prevent bad stowage, theft, and damage.
We reject unfit containers before loading begins. Our 7-point survey checks for holes, odors, wet floors, and defective locking gear.
Maximizing space while ensuring safety. We supervise stacking patterns to prevent crushing and verify lashing/dunnage to stop movement.
The final chain of custody. We witness the door closing and apply high-security bolt seals. We record seal numbers immediately.
Our dual-hub structure ensures we cover the entire supply chain lifecycle, from raw material sourcing in the interior to final export.
Jinja is a key command center for Factory Audits and Industrial Manufacturing. From our Jinja hub, we also cover the agricultural belts of Mbale and Gulu. This proximity allows us to monitor production and seal containers at the source before they transit to the border.
Kampala is our Country Office and the final gatekeeper. Our senior surveyors are stationed here to oversee Container Loading, Warehousing, and Entebbe Air Cargo. We maintain strict control over the ICDs and Namanve zones to ensure what was produced is exactly what is shipped.
We don’t just inspect; we connect the dots. Our integrated approach ensures that quality is maintained from the moment raw materials enter the warehouse until the container seal is locked in Kampala.
