Serving Uganda’s vital import and export needs. From Bulk Commodities at Mombasa to Project Cargo in the Albertine Graben. We verify, survey, and recover.
We verify what is actually there, not just what is declared. Our surveyors are physically present at the port, mine, and warehouse.
We have no trading interest. Our loyalty is to the truth. This makes our reports the gold standard for Insurance Claims and Bank Financing.
Receive inspection data the moment it is captured. Our digital reporting workflow ensures you have verified photos and tally counts instantly.
Trade in East Africa carries risk. Theft, moisture damage, short-landing, and contamination are daily realities. Papers can be forged; physical presence cannot.
Observater is not a logistics company. We are your Independent Verification Partner. We stand at the port, the border, and the warehouse to ensure that what you paid for is exactly what you receive.

Before goods leave the supplier’s factory, farm, or warehouse in Uganda destined for China, USA, Europe, Asia, Africa, Dubai, or India, we perform a commercial PSI. This is separate from regulatory checks. We verify contract specifications and check against Destination Market Restrictions (e.g., EU Pesticide Limits, FDA Standards) while goods are still in Uganda to prevent rejection abroad.
In bulk trade, precision is everything. Slight discrepancies between the Bill of Lading weight and the outturn at Mombasa or Dar es Salaam can significantly impact your margins. We provide independent Draft Surveys and professional Loss Control to ensure your shore figures are accurate, protecting your bottom line.
Importing sensitive cargoes like Urea, DAP, Rice, Sugar, or Grains requires rigorous loss control. Relying solely on shore scales or stevedore tallies often leads to unexplained shortages. We act as your independent eyes at the port, ensuring the quantity and quality bill of lading matches what enters your warehouse.
We establish the scientific weight of cargo on board before discharge starts. This provides a reliable baseline to compare against shore scales, detecting “paper losses” immediately.
Our experienced tally clerks monitor discharge 24/7. We provide accurate bag counts and proactively segregate torn or wet bags (loss minimization), ensuring your inventory records are spotless.
We supervise the bagging and handling process to minimize spillage and “sweepings.” Our presence ensures care is taken during discharge, maximizing the yield of sound product.
Moisture and contamination are the enemies of grain. We conduct Draft Surveys on bulk vessels to determine ship weight vs shore weight. During discharge, we monitor for sea water damage, infestation, and foreign matter.
Whether importing industrial sugar for manufacturing or consumer sugar, purity is key. We inspect bag conditions (checking for caking or wetness), verify polarization (Pol) levels, and supervise tallying onto trucks for transit to Kampala.
For Uganda’s infrastructure projects (dams, roads, factories). We supervise the loading, lashing, and discharge of Out-of-Gauge (OOG) cargo.
“What is on the Invoice is What is in the Truck.” We witness the stuffing process at ICDs (Namanve, Kyambogo). We verify the container condition (7-Point Check), ensure optimal space utilization, and apply high-security seals.
Coffee is sensitive. We supervise the lining of containers with Kraft Paper/Cardboard and the placement of Desiccant Bags (Dry Bags) to prevent “Container Sweat” during the voyage to Europe.
We assess the suitability of warehouses for storage. We inspect roof integrity (leaks), floor condition, ventilation, and security protocols. For banks, we verify the physical existence of stock against book records.
A complete end-to-end solution for loss minimization. When incidents occur, we don’t just report the problem; we guide you through the claims process and help recover value through salvage.
Rapid response within 24 hours. We conduct forensic surveys to determine the Cause (Fresh/Sea Water, Impact, Contamination) and Extent of loss.
We bridge the gap between technical reality and insurance policy. We assist in preparing the claim to ensure nothing is missed.
Minimizing the total loss ratio. We manage the segregation of damaged goods and organize competitive tenders to recover maximum value.
The journey from Japan/Europe to Kampala is hazardous. Cars arrive with missing radios, scratched panels, or swapped tires. We serve Car Importers and Insurers by documenting the exact condition at every handover point.
We inspect vehicles immediately upon discharge at Mombasa or Dar es Salaam ports. We flag existing damage before the car enters the bond, shifting liability away from you.
Verification upon arrival at Naguru/Kyambogo. We confirm no pilferage (spare tires, tools, SD cards) occurred during transit.
Independent repair cost estimation for accidented vehicles to prevent inflated garage quotes.
Supporting fuel depots and importers. We provide Shore Tank Calibration (Volumetric Tables), Dip Tape Calibration, and Fuel Marking verification at borders to prevent adulteration and dumping.
Ensuring the integrity of Uganda’s industrial assets. We provide technical verification for manufacturing plants, road construction, and infrastructure projects. Services include NDT (Non-Destructive Testing) of welds and structures, Lifting Equipment Certification (Cranes/Hoists), and Machinery Commissioning Checks to ensure operational safety and compliance.
We secure the mineral supply chain. We verify ITSCI Tags for conflict-free traceability, conduct moisture sampling to establish net dry weight, and screen for radioactivity levels to ensure safe transport.
Independent witnessing of smelting and dip sampling at Entebbe refineries. We verify the karat purity and weight before sealing for export, protecting both the local seller and international buyer.
For high-value cargo (Electronics, Copper), we provide physical Cargo Escorts and GPS Electronic Seals. We monitor the truck 24/7 from the border to the final destination to prevent diversion or pilferage.
Our ISO 17025 accredited partner labs provide the final verdict on quality. From Food Safety to Petroleum Chemistry, we deliver the data you need to trade with confidence.
