Tanzania Quality Control
& Factory Audits

Observater is Tanzania’s premier independent Third-Party Inspection & Survey (TPI) agency. Headquartered at the Port of Dar es Salaam with a major Operational Hub in Arusha & Mwanza, we deploy expert surveyors nationwide. We conduct Pre-Shipment Inspections and Surveys at the source—whether in the Lake Zone, Arusha’s agricultural belt, or the Southern Cashew corridor—before containers move via SGR or road to the port.

Comprehensive Third-Party Quality Control & Survey Services

Sourcing from Tanzania offers immense opportunities in sectors such as Agricultural Commodities (Cashew Nuts, Coffee, Cotton, Spices), Mining (Gold, Gemstones), and Scrap Metal Recycling. However, sourcing remotely from East Africa poses significant risks that can impact your bottom line. Importers often face challenges such as shipping delays, quality fade after the first order, quantity shortages, improper packaging, and even fraudulent “ghost” suppliers who disappear after receiving a deposit.

Observater Tanzania eliminates these risks by acting as your neutral representative on the ground. We are locally rooted with a robust nationwide network, meaning we can be at any factory or farm within 48 hours. Our Tanzania Quality Control Inspections and Surveys are strictly governed by international standards and TBS (Tanzania Bureau of Standards) guidelines, ensuring every survey is legally defensible.

Whether you are importing Raw Cashew Nuts (RCN) from Mtwara, Arabica coffee from Arusha, textiles from Mwanza, or Scrap Metal from Dar es Salaam, our certified surveyors ensure your goods meet every specification before the container is sealed. We provide the transparency you need to trade with confidence.

Container Loading Survey (CLS)

We witness the stuffing of the container at Dar es Salaam Port, Kwala Dry Port, or the supplier’s warehouse. We ensure the goods are handled correctly and sealed.

  • • Container Condition Survey
  • • Loading Supervision
  • • High Security Seal Verification

Lab Testing Coordination

We draw random samples during inspection and submit them to ISO 17025 accredited labs for chemical, microbiological, or physical property testing.

  • • Chemical Analysis
  • • Food Safety Testing
  • • Mineral Assay (Gold/Copper)

Pre-Shipment Inspections and Survey (PSI)

The Pre-Shipment Inspection and Survey (PSI) is the critical quality firewall. It is the final opportunity to catch defects before your goods leave Tanzanian soil. Observater’s PSI services are conducted strictly according to the international standard ISO 2859-1 (ANSI/ASQ Z1.4), determining the statistically valid sample size based on your total order volume. This ensures we see a true representation of the cargo without needing to open every single box.

Our 7-Point Survey Protocol:

  • Quantity Verification: Rigorous tally of cartons/bags to ensure shipment accuracy matches the Invoice.
  • Workmanship Analysis: Detailed check for visual defects (damage, mold, rust, stitching errors).
  • Style & Color: Comparison against the approved “Golden Sample” to ensure aesthetic compliance.
  • Functional Testing: On-site checks (moisture for Cashews/Coffee, grade checks for minerals).
  • Packaging Integrity: Barcode scanning, shipping mark verification, and Carton Drop Tests.
  • Data Measurement: Weight, size, and dimension checks against specifications.
  • Marking & Labeling: Ensuring compliance with destination market regulations (e.g., Made in Tanzania labels).

Supplier Verification & Factory Audits

Sourcing from a distance requires trust, but trust must be verified. Our Factory Audit services provide a transparent profile of your supplier. We travel to the facility—whether in Dar es Salaam, Mwanza, or rural areas—to confirm they are who they claim to be. We differentiate between real manufacturers/processors and trading companies.

Factory Audit of machinery
Technical audit of production machinery in Dar es Salaam Industrial Area.

Audit Scope:

  • Legal Legitimacy: We check the Certificate of Incorporation, Business License, and TIN (Tax) to prevent fraud.
  • Production Capabilities: Inventory of machinery, maintenance logs, and production line capacity.
  • Quality Management (QMS): Audit of ISO 9001 certifications and internal QC processes.
  • Social Compliance: Checking for child labor, forced labor, and safe working conditions.
  • Environmental Audit: Basic check of waste disposal and compliance with NEMC regulations.

Our Inspection Methodology: Understanding AQL

We utilize the Acceptable Quality Limit (AQL) standard (ISO 2859-1) to determine the number of samples inspected. This ensures a statistically accurate representation of the total shipment quality without opening every single box, balancing cost and risk.

Defect Classification System:

  • Critical Defects (0 Allowed): Hazardous conditions or non-compliance with safety regulations. Automatic failure.
  • Major Defects (AQL 2.5): Functional issues that would cause the customer to return the product.
  • Minor Defects (AQL 4.0): Slight deviations from the standard that do not affect the product’s usability.

Beyond the factory floor, the final hurdle is export readiness. Our FPSI focuses on the logistics conformity of the consignment. We seal containers at the source in Arusha, Mwanza, or Dodoma to prevent tampering during the transit to Dar es Salaam.

Export Readiness Checks:

  • Final Quantity Verification: 100% tally against the Commercial Invoice.
  • Shipping Marks: Verifying conformity with LC requirements.
  • Weight Verification: Gross vs. Net weight checks to avoid axle load fines.
  • Palletization Quality: Inspecting ISPM 15 markings on wood packaging.
