Our involvement provides confidence to all stakeholders. By applying rigorous international standards and deep local knowledge, we turn complex, high-risk operations into predictable, insurable, and successful project milestones.

What is a Project Cargo Survey?

A Project Cargo Survey is a specialized, independent inspection and risk assessment service for high-value, oversized, or critical cargo. In the context of the Tanzania corridors, this survey is essential for ensuring that complex cargo is transported safely from the port to final project sites in Tanzania, Zambia, the DRC, Rwanda, and beyond.

The core purpose of a project cargo survey is to:

  • Prevent Damage and Loss: By proactively identifying risks in lifting plans, lashing arrangements, and transport routes, the survey mitigates the chance of costly accidents.
  • Ensure Safety and Compliance: The surveyor verifies that all operations adhere to international standards, local regulations, and the project’s specific method statements.
  • Satisfy Insurance Requirements: For high-value shipments, insurers mandate a Marine Warranty Survey (MWS)—a specialized type of project cargo survey—to validate the risk management plan before providing coverage.

Tanzania’s Corridors: Your Strategic Gateway to the Region

Tanzania’s ports are the critical entry point for land-linked nations in Central and Southern Africa. Navigating these corridors requires specialized expertise. We are that expertise. Our network and knowledge ensure your high-value cargo reaches its destination safely and on schedule.

The Central Corridor

Serving as the lifeline for Rwanda, Burundi, Uganda, and the Eastern DRC, this corridor presents challenges from border complexities to variable road conditions. Our surveyors have extensive experience managing heavy haulage convoys along this route, ensuring seamless transit for mining and infrastructure projects.

The TAZARA Corridor

The primary artery for projects in Zambia and Southern DRC (Katanga), this corridor involves complex intermodal transfers between sea, rail, and road. We specialize in the critical oversight required for these transfers, mitigating the high risks associated with rail transport and final-mile delivery of heavy equipment.

Our Marine Warranty Survey Process

We follow a rigorous, four-stage process to ensure every operation we approve is planned and executed to the highest standards of safety and risk management.

1

Consultation & Scope

We begin with a detailed review of the project to understand the cargo, the route, and the specific risks involved, establishing a clear scope of work for the MWS.

2

Technical Review

Our engineers meticulously review all documentation, including method statements, lifting plans, lashing calculations, vessel suitability reports, and route survey data.

3

On-Site Attendance

Our surveyors are physically present to witness and verify all critical operations, ensuring that the approved procedures are followed exactly and any on-site changes are safely managed.

4

Certification & Reporting

Upon successful completion, we issue the necessary approvals and provide comprehensive reports, creating a clear audit trail for all stakeholders and insurers.

Project Cargo Assurance — The Observater Standard

Heavy and out‑of‑gauge moves are unforgiving. A single deviation can cascade into delays, damage, and multi‑million‑dollar disputes. Our job is simple to say and hard to do: make sure that never happens. We combine MWS discipline, heavy‑lift engineering know‑how, and route intelligence across the region to deliver safe, auditable, and insurable outcomes.

End‑to‑End Scope We Cover

  • Feasibility & concept checks, RAMs review

  • Vessel suitability, deck strength & grillage verification
  • Route surveys (bridge loads, clearances, pavement class)
  • Heavy‑haul studies, axle load plans, turning templates
  • Critical lift witnessing & load test coordination
  • Loadout/in supervision & mooring/tidal window management
  • Stowage, securing & seafastening approvals
  • Inland convoy escort and obstacle management

Case Studies: Proven Expertise Across the Region

Our track record speaks for itself. We have successfully de-risked some of the most ambitious projects in the region.

MINING LOGISTICS // DRC

180-Ton SAG Mill to Katanga

Challenge: A complex, multi-modal transport of a critical SAG mill from Dar es Salaam, across the TAZARA railway, and through challenging final-mile roads to a remote mine in the DRC’s copper belt.

Our Role: As the project MWS, we conducted the full route survey, including rail line assessments and identifying weaknesses on the final road leg. We supervised the vessel discharge, rail loading, and the critical transfer to a specialized multi-axle trailer at the railhead. Our team escorted the convoy, managing border crossing formalities and on-the-fly obstacle mitigation.

Outcome: The mill was delivered to the site without damage and ahead of schedule, preventing a multi-million dollar project delay and satisfying all insurance warranty conditions.

POWER & GRID // ZAMBIA

150-Ton Transformer to Lusaka

Challenge: The urgent delivery of a high-voltage transformer to a Lusaka substation to prevent power shortages. The transport involved a tandem lift at Dar es Salaam port and a 1,860 km journey via the TAZARA corridor.

Our Role: We reviewed and approved all heavy lift plans, lashing calculations, and transport arrangements. Our on-site surveyor witnessed the dual-crane lift and approved the seafastening on the specialized railcar. We monitored the transit and supervised the final discharge and placement in Lusaka.

Outcome: The operation was executed flawlessly. Our final approval documentation provided the underwriter with the necessary assurance, and the transformer was energized on time, stabilizing the local power grid.

INFRASTRUCTURE // RWANDA

Bridge Girders to Kigali

Challenge: Transporting 40-meter-long pre-stressed concrete bridge girders from the Port of Dar es Salaam, along the Central Corridor, to a highway project near Kigali, navigating numerous towns and hilly terrain.

Our Role: Our engagement began with an extensive route survey, using software and physical inspection to plot every turn, incline, and overhead obstacle. We designed a transport plan using steerable trailers and coordinated with local authorities in both Tanzania and Rwanda for police escorts and temporary road closures.

Outcome: All girders arrived safely, demonstrating that even exceptionally long cargo can be transported efficiently through the Central Corridor with meticulous planning and expert supervision.

RENEWABLE ENERGY // TANZANIA

Wind Turbine Components

Challenge: The discharge and storage of over 100 components, including delicate 60-meter blades and heavy nacelles, at the Port of Mtwara for one of East Africa’s largest wind farms.

Our Role: We provided comprehensive port supervision services. This included approving the laydown area, verifying the suitability of cranes and lifting gear, and supervising every discharge to ensure correct handling and stowage, preventing any stress fractures or damage to the sensitive components.

Outcome: The entire shipment was discharged and stored without a single incident, ensuring the project’s construction phase could begin on schedule with all components in perfect condition.

Frequently Asked Questions

Do you operate outside of Tanzania?

Yes. While our main operational hubs are Tanzania’s ports, our core expertise is managing the entire logistics chain. Our surveyors regularly travel to project sites in Zambia, DRC, Rwanda, Burundi, and Malawi to supervise final delivery and installation.

When should we appoint a Marine Warranty Surveyor?

As early as possible. For optimal risk management and to avoid costly last-minute changes, the MWS should be appointed during the project’s FEED (Front-End Engineering and Design) stage. This allows us to provide input on the transport strategy before key contracts are awarded.

How do you manage cross-border challenges?

Our deep regional experience means we have a thorough understanding of the documentation, customs procedures, and potential bottlenecks at key border crossings like Tunduma (Tanzania/Zambia) and Kasumbalesa (Zambia/DRC). We work with your forwarder to ensure all paperwork is in order and our surveyors can help troubleshoot issues on the ground.
