Draft Surveys
Accurate Bulk Cargo Quantity Verification

Observater Marine Surveyors conducts accurate draft surveys across Angola’s major ports, including Luanda, Lobito, and Namibe. A draft survey is a method used to calculate the weight of bulk cargo loaded or discharged by reading a vessel’s draft marks and applying hydrostatic calculations. It accounts for water density, ballast tank soundings, vessel constants, and trim/list corrections. Trusted by shippers, charterers, and marine insurers, P&I Clubs, our surveys reduce disputes, protect cargo value, and ensure compliance. For reliable draft survey services in Angola—Observater is your independent inspections expert.

Cargo Discharge Surveys

Observater specializes in the supervision of cargo discharge for breakbulk, bulk, and containerized shipments across Angola. Our surveyors are present during vessel operations to ensure safe, efficient discharge in full compliance with contractual terms and port protocols.

We monitor outturn quantities, inspect weighbridge operations at ports and warehouses, oversee cargo handling, and assess for signs of damage, contamination, or pilferage. Daily reports provide real-time transparency, while final reports support claims, recoveries, or dispute resolution—especially critical for high-value or sensitive goods.

Specialized Discharge Surveys – Angola

At Luanda, Lobito, Namibe, and other Angolan ports, Observater performs tailored discharge supervision for various cargo types:

Bagged Cargo (e.g., rice, sugar, flour): We ensure tally accuracy, monitor bag condition, and document breakage or contamination.

Palletized Goods (e.g., boxed goods, foodstuffs): Our teams verify counts, inspect pallet integrity, and assess load security.

Steel Products (e.g., coils, rebar): We examine for rust, bending, surface damage, and voyage-induced deterioration.

Timber & Logs: Moisture, mold, infestation, and mechanical damage from slinging or handling are thoroughly checked.

Heavy-Lift & Project Cargo: Oversized cargo like turbines or industrial equipment is monitored for proper rigging, cradle setup, and safe lifting.

Refrigerated Cargo: Reefer container logs, temperature control, and arrival condition of perishables like meat, fruits, or seafood are closely monitored.

Fragile Goods (e.g., glassware, ceramics): Enhanced protocols are applied to document chips, cracks, or crushing damage.

Containerized Cargo (FCL/LCL): We inspect structural integrity, seals, labeling, and match manifests. For LCL units, we oversee destuffing and stuffing of containers.

Discharge Surveys & Root Cause Loss Investigations

At Luanda Port and inland depots across Angola, Observater supervises all types of cargo discharge operations, covering bulk, breakbulk, bagged, steel, palletized, containerized, reefer, and high-value cargo. Our discharge surveyors ensure that offloading is conducted in accordance with charter party terms, safety protocols, and cargo-specific handling requirements. We monitor vessel-to-quay transfer, document discrepancies, and verify outturns.

When cargo arrives damaged, shortlanded, or contaminated, we initiate full root cause investigations. Our loss investigation teams evaluate documentation, handling procedures, weather exposure, vessel conditions, stevedore conduct, and cargo compatibility issues. The result is a fact-based, unbiased report suitable for insurance claims, liability determinations, and financial recoveries.

What is done during draft surveys?

A draft survey is performed by reading the ship’s draft on the draft markings at six standard points on the hull: forward, midships, and aft on both port and starboard sides. During the draft survey in Angola, we:

Read draft marks (keeping all conditions for accurate draft reading in place)

Determine the density of sea or river water using a Zeal hydrometer

Check and record the quantity of water in all ballast tanks, hidden spaces, grey tanks, sewage tanks, etc., by accurate sounding and gauging

Compute all initial and final drafts using the ship’s hydrostatic particulars

Apply necessary trim and list corrections

Measure vessel constants (VC) and ensure their correct application

Determine the total quantity of ballast in all sounded and gauged tanks

Apply correction for dock water allowance (DWA)

Calculate displacement using hydrostatic tables and draft readings

Establish the amount of cargo loaded, discharged, or remaining to be loaded/discharged

We help you gain a clear and accurate picture of all proceedings, maintaining a high level of vigilance and analytical rigor – because in Angola, Observater is your independent set of eyes and ears on the ground.
