Observater Uganda delivers end-to-end cargo verification from the ship’s rail in Mombasa to the warehouse floor in Kampala. We serve Global Insurers, Project Financiers, and Industrial Manufacturers with independent, court-admissible evidence.
Trusted by Institutions Worldwide
Uganda’s economy depends on the security of the Northern (Mombasa) and Central (Dar es Salaam) Corridors. Liability for damaged cargo is often lost in the 1,200km “grey zone” between the sea port and the Kampala Bonded Warehouse.
Observater Uganda eliminates this blind spot. We are not just a Kampala office; we are a regional network. By stationing our own surveyors at ocean gateways, we verify cargo condition before it is loaded onto trucks or rail wagons, locking in liability at the source.
Shore Tally, Interchange Inspections, Rail Wagon Loading.
24/7 Transit Checks, Seal Integrity Verification.
ICD Outturn, Air Cargo Claims, Industrial Projects.
Protecting Ugandan Imports at the Point of Entry. We inspect all cargo types at Mombasa, Dar es Salaam, and Tanga before inland transit begins.
For Grain Millers and Fertilizer Importers. We conduct Draft Surveys at the berth to verify bill of lading weight. We supervise the bagging process (direct or shore hopper) to prevent spillage losses and check for water damage/caking before loading onto Uganda-bound trucks.
For Steel Manufacturers and Construction Projects. We inspect Steel Coils, Rebar, and Billets for pre-existing rust (Silver Nitrate testing), mechanical damage (crimping/telescoping), and bundle shortages before customs clearance.
For Car Importers and Bond Owners. We perform a detailed “Walk-Around” survey at the port ramp. We document missing accessories (keys, SD cards, mats), scratches, and dents to differentiate between shipping damage and transit pilferage.
For General Goods and FMCG. We inspect container externals for holes/rust that could cause wet damage. We witness the breaking of shipping line seals and the application of transporter seals, creating a robust chain of custody.
If cargo arrives damaged, you shouldn’t pay full duty. Our independent Damage Reports are accepted by Uganda Revenue Authority (URA) to support applications for tax reassessment/remission on damaged goods.
Banks require proof of quality before releasing funds. We provide Pre-Shipment Inspection (PSI) certificates at origin or discharge ports to unlock Letters of Credit.
Demonstrating proactive risk management (e.g., supervising discharge) allows importers to negotiate better premiums with local insurers (Jubilee, UAP, Sanlam).
European and Asian buyers demand strict standards. We inspect Coffee, Tea, and Fish exports to ensure packaging, moisture levels, and container hygiene meet EU/ISO standards.
A rejected container at destination costs thousands in demurrage. We verify container fitness (liner bags, silica gel) and supervise stuffing to prevent condensation damage.
We provide independent weight certificates for bulk exports (Grain/Simsim), protecting exporters from shortage claims by foreign buyers.
Fifteen specialized services designed to mitigate risk at every stage of the supply chain.
Kampala ICDs & Bonds
Complete forensic investigation of damaged imports. We identify the root cause (wetting, shifting, theft) and quantify the loss. Crucial for insurance claims and URA tax remission applications.
Empty Depots
Independent On-hire/Off-hire surveys for shipping lines and logistics firms. We inspect containers to IICL standards, protecting lessees from inflated repair bills for floor or panel damage.
Warehouses & Sites
Supervision of container stripping. We verify seal integrity against the BL, conduct a 100% package tally, and segregate damaged goods immediately to establish liability.
Port Bell & Jinja Pier
Technical surveys for vessels on Lake Victoria (Ferries, Tugs, Barges). We perform valuation surveys for banks, hull condition surveys for insurers, and towage approvals.
Bulk Fuel Importers
Independent inventory verification at Jinja and Kampala fuel depots. We perform precise shore tank dipping, water-cut determination, and density checks to reconcile stock levels.
High Value Cargo
Physical surveyor escorts for high-risk cargo (Electronics, Copper, Project Machinery) from Malaba to Kampala. We monitor the convoy, checking seals at every stop to prevent pilferage.
Banks & Financiers
Securing pledged commodities (Sugar, Rice, Fuel) in bonded warehouses. We control keys, monitor stock levels daily, and manage release mechanisms to protect the lender’s exposure.
Coffee & Tea Exporters
Ensuring container fitness for sensitive exports. We check moisture content, verify “Food Grade” status, and supervise lining paper/silica gel installation to prevent rejection in Europe.
Car Bonds (Nagoya/Coin)
Detailed condition reports for used vehicles. We document scratches, dents, and missing accessories (keys, tools, SD cards) upon arrival to settle transit insurance claims.
Bulk Traders
Supervising weighing operations for bulk grain, clinker, or scrap metal. We audit scale calibration certificates and prevent manipulation during the weighing process.
Cold Chain Logistics
Investigating temperature abuse claims for pharmaceuticals and perishables (Fish/Flowers) at Entebbe Airport or Kampala cold stores. Analysis of data logger records.
Underwriters
Risk assessment surveys for insurance cover. We inspect fire safety systems, security protocols (CCTV/Guards), flood risks, and stacking procedures at storage sites.
Loss Prevention
Forensic analysis of short landings. We investigate seal tampering (spinning/glued seals), door handle manipulation, and weighbridge fraud to prove liability.
Transit Operations
Interchange inspections at Malaba/Busia. We document the condition of cargo during truck-to-truck transfer or border crossings to pinpoint exactly where damage occurred.
Oil & Gas Logistics
Heavy lift supervision for transformers, rigs, and line pipes. We conduct route surveys, verify lashing calculations, and supervise offloading at Hoima/Buliisa sites.
A damage report is not just a list of broken items; it is a legal instrument used to assign liability. Observater Uganda employs scientific protocols to determine the proximate cause of loss, ensuring our clients can successfully recover costs from liable carriers, insurers, or suppliers.
For wet damage claims, determining the source of water is critical. We test water stains for chloride content using Silver Nitrate (AgNO3). Positive reaction indicates seawater (Carrier liability/Seaworthiness issue). Negative indicates fresh water (Rain/Condensation/container leak).
For steel imports (Coils, Beams). We utilize the American Rust Standard Guide or European Scale (Re scale) to categorize rust as Surface (Type A/B) or Pitted (Type C/D). We distinguish between atmospheric oxidation and saltwater corrosion.
For pharmaceuticals and frozen goods. We download and analyze Data Loggers (Partlow/Ryan) to pinpoint the exact time and duration of temperature excursions, correlating them with power-off events at the port or during trucking.
High-value machinery often suffers “Concealed Damage” due to G-force impact. We inspect shock-watch stickers, verify internal bracing, and supervise test-runs (start-up) to detect internal misalignment or circuit failure caused by rough handling.
We differentiate between “Country Damage” (pre-shipment caking), “Hook Damage” (stevedore negligence), and “Wet Damage.” We oversee the segregation of sound bags from wet bags to prevent cross-contamination and minimize the loss quantum.
Detailed mapping of scratches, dents, and missing parts. We verify if damage matches the “Pre-Shipment Inspection” (PSI) report or occurred during transit. We also inspect undercarriages for impact damage often sustained during offloading from car carriers.
Under the “Sue and Labour” clause, the cargo owner must act to minimize loss. Observater Uganda manages this process entirely.
We maintain a database of salvage buyers for damaged grain, steel, and general goods to secure the highest residual value.
For unfit goods (e.g., spoiled food), we supervise destruction with URA and City Council to obtain tax remission certificates.
Arranging for repacking, cleaning, or rust removal of slightly damaged goods to restore them to market condition.
Immediate attendance (within 2 hours). Joint survey with the transporter to agree on the extent of damage and sign field reports.
Forensic determination of cause (e.g., pre-shipment moisture vs. transit rain). This establishes Liability.
Segregating sound cargo from damaged. Organizing competitive salvage sales to reduce the final claim amount.
Compiling the legal file (Police abstracts, Interchange reports) to enable insurers to recover losses from liable third parties.
While the construction of EACOP and Tilenga is the current focus, Observater Uganda is structured for the long term. We provide enduring support for the 25-year operational phase of the Albertine Graben projects.
Inspection of high-value spares (valves, turbines) ensuring “fit for purpose” status upon arrival.
Surveying hazardous chemical imports for processing. ISO tank inspections and spill response.
We audit transport subcontractors against Oil & Gas (OGP) standards to ensure safety and compliance.
