When the shore figure and the ship figure refuse to meet, the draft survey is where the dispute goes to be settled. We reconcile drafts against weighbridge and silo records, document stoppages, rain, and spillage as they happen, and state the difference with its likely causes in the form claims are built on. For grain and bulk foodstuffs over Luanda, that reconciliation is the difference between absorbing a shortage and recovering it.
